Oh honey. You sound gorgeous :) But let me start out with definitely vetoing the whole Demi Levato red lipstick thing. It won't look good, sweetie. The girl has makeup artists to make her skin look radiant with red lipstick and black eye makeup--but it still looks washed out. Guess what will happen to you when you try red lipstick without the help of a makeup artist? Yeah, washed out skin.
To have beautiful cheeks, you want to put a light bronzer under the fullest part of your cheeks. Then, put a peach or coral blush on the fullest part of them. Sweep pale pink shimmer up your cheekbones to get a polished, high cheekboned look.
As for foundation, use mineral powders. They work well even with problem skin. I reccomend CoverGirl TruBlend MicroMinerals 400 or 405 (the lightest).
For lips, you want to use warm tones. So warm pinks, browns, oranges, purples. Don't use pale or especially bright because you will look washed out. Always finish with a gloss. The matte lip look is so 90's, darling.
As for eyes, only ever use dark brown mascara and eyeliner. Black just looks Goth, sweetheart. Try a darker color in the crease (preferrably shimmer), a lighter (matte) color on the eyelid, and a dust of shimmer pale color in the inside of your eyes and under the eyebrows.Makeup tips for Dark hair and fair skin please!?

oohh i love fair skin, especially on people with dark hair or red hair, but i like it better with yellow undertones.
you need to put a pic up for us to really judge what makeup you need though, cause we kinda gotta see for ourselves.
and your eyes sound pretty too.
